Organization:
- He/she reports hierarchically to the Project Manager and functionally to the Project HSE Manager
Main missions:
- Ensure the HSE readiness during mobilization of the Geotechnical team
- Perform HSE Supervision during start-up of the Geotechnical operations
- Ensure Project HSE requirements are fulfilled by Contractors
- Deliver Project HSE Induction for Geotechnical team and any newcomers
- Act as a Company Site representative (if required)
Key tasks:
General HSE requirements and Safety Culture
- Ensure the personnel onsite have attended the relevant HSE inductions and trainings
- Ensure strict compliance with TotalEnergies Golden Rules, Zero fatality program actions
- Promote a proactive and positive intervention approach to site teams, STOP
- Spread Project HSE rules/standards/procedures/communication on site
- Ensure TotalEnergies Safety Green Light program is in place during Tool Box & Pre-Job Talks
- Advise contractors on general and specific operational safety matters (safety barriers, PPE, etc.)
- Verify the Contractor HSE procedures for the specific tasks are kept updated
Site HSE Risk management and Permit To Work
- Monitor the effective implementation of the Permit to Work system on site
- Monitor the Method Statement and Risk Assessments are followed by Contractors
- Ensure that Job Risk Assessments/Job Safety Analysis are prepared for specific operations
- Perform routine and random HSE inspections on a daily basis in order to monitor HSE procedures implementation on site and ensure the follow-up of corrective actions
- Conduct a follow-up of regular formal inspections together with Contractors' representatives (verification exercises, walkthroughs, specific inspections…)
- Control compliance of the machinery and equipment used on site
- Perform HSE checks of all machinery entering the site and verify contractors' inspection process
- Stop & take necessary actions and report any anomaly, violation & unsafe practice
- Attend and participate in daily meetings and Tool Box & Pre-Job Talks
- Monitor and maintain control measures in the use of hazardous materials
HSE reporting and investigation
- Ensure adequate HSE reporting in line with Project procedures
- Ensure that any HSE event is reported in due time
- Promote proactive anomaly (unsafe situation/act) reporting
- Assist in the investigation of incidents and analysis in order to identify trends and propose the necessary corrective measures
Qualifications / Experience Required:
- Education: Technical degree or diploma plus international HSE degree/diploma
- Professional experience: More than 7 years in HSE with more than 5 years on the supervisory site position
- Technical competencies: Knowledge of safety, health and environment management; skills in Operational Health and Safety supervision, machinery inspection, relevant legal HSE requirements
- Additional competencies: Knowledge of TotalEnergies Golden Rules and HSE Tools
- Behavioral competencies: Good communication skills, ability to work in remote areas independently
- Language: Good command of spoken and written English and Arabic
